In Europe(and pretty much the rest of the world) we use the system of points and
comma's differently than in the USA.
In the USA: 1,000 is one thousand and 1.000 is one.
In Europe : 1.000 is one thousand and 1,000 is one.

Excel can't handle this.
(OOo could know this by looking at the language and country the user has set.)
This is also something to mention for the ODF 1.2 specification.

The decimal separator can be selected in the Language settings, so I see this as
WFM!

No Idea what you want to tell us with this report. 
Please feel free to reopen this issue if you can contribute a report in
accordance to our guidelines

You also should specify your OS, Platform and OOo localization!
