If you do not have more than one Solver Engine installed, the "Solver Engine"
dropdown listbox has to be disabled, according to 1.4.2 #2 of the specification.
But in fact, the listbox is *always* enabled, even if there is just a single
solver engine.

Confirmed it in  OOo300_m3_EN on WinXP.
