Currently, when the Customize table, accessed via Tools>Customize..., is being 
used, the user is unable to click on the drop down menus (File, Edit, View, 
etc) to see how the changes they are making look. To access the menus the table 
must be closed, and then reopened if more changes are required.

I would like to submit that the drop down menus be able to be accessed, if only 
for viewing even, so a user can see how the changes being made look and feel. 
When I try customizing my menus I find it involves a great deal of opening and 
closing of this table in order to see how my changes actually look, and if they 
are where I want them. 

This has the effect of putting me off customizing the menus for anything more 
than one or two changes at most. Consequently I have a lot of entries in my 
menus I never use, and maybe some which could be added or moved around, even to 
new menus, but which I feel is not worth the trouble involved.

Unlike toolbars, menus are not visible during customization.
