Choosing Reset For Menu, also deletes customization for Toolbars and vice versa.

Tools|Customise, Menu's, choose Reset.
Popup: The *menu* configuration for OOo Writer will be reset ...

However, also custom toolbars at location
  user\config\soffice.cfg\modules\swriter\toolbar
are removed.

Idem: reset at Toolbar tab mentions *toolbar* but also removes
  user\config\soffice.cfg\modules\swriter\menubar
