To reproduce this problem:

Install OpenOffice 2.3 for Windows under Windows under VMWare Fusion
http://download.openoffice.org/other.html#en-US

Put an OpenOffice document in a folder that you reach via
  \\.host\Shared Folders\foo\file.odp
or perhaps you can reproduce this without VMWare and its shared folder just using a folder name.

Open the foo folder window.
Try to
double-click file.odp
drag file.odp to the OpenOffice Impress application.

Nothing happens.

Copy the file.odp to your desktop and try again. No problem.
