thus the checks in configure are invalid. also appending these to ILIB or PATH is.

all files found there in previous versions seem to have moved to the Platform SDK

Do we want to make .Net Framework SDK 3.x a requirement or also support older
versions?

we should at least not break with 3.x ;)
adding obo to CC as he may have an opinion on this.

I think we should support older versions down to Framework 2.0 too.
