The OOo3.0 can save documents in ODF1.0, in ODF1.1, or in ODF1.2. But you cannot
set it in the UI. The drop-down list "ODF format version" in Tools > Options >
Load/Save > General > "Default file format and ODF settings" has only the items
"1.2 (recommend)" and "1.0/1.1 (OpenOffice.org 2.x)". But the latter sets the
value 2 in the common.xcu which is version ODF1.1  There is no way to get the
version ODF1.0 with the UI. In addition the user gets no information which OOo
version writes to which ODF version.

Because ODF1.1 is not yet ISO standard, but only ODF1.0, some users need ODF1.0.

Suggestion: Use three items
"1.2 (recommend)"
"1.1 (OpenOffice.org 2.4)"
"1.0 (OpenOffice.org 2.3)"
The setting "1.0" should write value "1" in the common.xcu
(I hope, I'm right concerning 2.3 and 2.4.)

And since 3.2dev60 uses 1.2-extended, the list would be something like

"1.2 Extended"
"1.2 (OOo 3.0 - 3.1)"
"1.1 ...
