On WinXP, in Dev300_m23.

Reproduce it like this,
1. Create a new Calc document
2. Enter a time string (e.g. 18:35 )in A1 (You can enter a time string in any 
other cells)
3. Select A1 
4. Format->Cell, Switch the Time format code to check the time display 
with specified format code (e.g. 12/31/1999 13:37:46), then "OK"
5. Double click A1 to edit the content of A1, Ctrl+A, then click any other 
cells except A1

Actual result:
Time string changed into text.

Confirmed in OOO300m2.

After the steps, check the format of the cell, it still shows a time format. 
But actually it has already turned into text, and you can not change it to any 
time format anymore.
