After opening an HTML file from the GUI, the Save As dialog offers a very
limited range of file formats.  Very common formats, such as .odt, .rtf, and
.doc, are not available.  However, when the same HTML file is opened from the
command line, the Save As dialog offers the full range of formats.  This may be
related to Issue 69112.

Reproducibility: Always

Steps to reproduce:
1. File->Open
2. Select an HTML document and click OK
3. File->Save As->Filter

Observed behaviour:

The Filter drop-down box contains only .html, .stw, .vor, .vor, .txt, and .oth.

Expected behaviour:

The Filter drop-down box should list all text/word processor formats OOo is able
to save as.

Workaround:

1. Open the HTML file from the command line:  oowriter foo.html
2. File->Save As->Filter

The Filter drop-down box now lists the full range of file formats, including
.odt, .rtf, and .doc.

This is an old well known (but I didn't find a duplicate) display difference
between HTML:
- loaded over the Open dialog
- reloaded
- loaded over Recent documents
- loaded from the command line

We need to specify and fix this behavior -> ENHANCEMENT.

But I don't think this has a chance to happen for we have no resources for
Writer/Web

soffice file.html and then save as gives the same file formats.
