Toolbars should show the invisible items in the context menu. However items stay
in the contextmenu even after they become visible again (for example by a resize
of the Window).

This is a problem for the toolbar autotests as they expect certain entries to be
at specific places (like customize toolbars at pos. 2 in the context menu, but
if the help button moves into the menu, we're suddenly at pos 3).

Setting target 3.1, need to live with that for 3.0 (ugly but certainly not a
stopper)

We are short before code freeze for OOo 3.1. Must be shifted to 3.x.
