OpenOffice Draw supports multiple layers and objects placement onto them. Once
an object is placed onto the current layer, there is no direct way to see or
change which layer the object belongs to.

Please add an context menu entry "Layer" for all types of objects, that would
open a dialog with list of layers and radio buttons with current layer selected.
The dialog should allow user to change object belonging from one layer to another.

As a partial fix, you can make the Layer property of the object available
somewhere else.

The enhancement while sounds trivial is the last obstacle preventing us from
switching from Visio package.

An easier way to handle the layer position of an object is necessary. But it is
not true, that it is not possible now.

Click on an object so that it gets green handles. Look into the status bar. On
the right side, beside the entry "slide" you get the layer of that object in
parentheses.

To move an object from one layer to another, you can cut the object, activate
the desired layer and paste it there. It gets the same position as in its old
layer. Or you click on the object and hold down the mouse key for about two
seconds (You will notice the dashed border vanishes and the cursor changes) than
holding mouse key down drag it to the tab of the desired layer and drop it on
the tab. This activates that layer and moves the object to it.
