The automatic updates does not seem to be disabled during test init.
This causes the office to perform some background task which can result in a
popup window which can interfere with the VCL Testtool application.

Please make sure that we do not allow any online update while automated tests run.

the UI part on startup in first start wizard will be handled in cws tbo301;
the API part will be done in cws tbo03 due to some open questions on how to use it.

checked in master.inc into cws tbo301
