[Steps]
1. Create a Writer doc
2. Input two paragraphs, and use a "Style and Formatting" on then, such as
"Heading 1".
3. Put the cursor at the beginning of the first paragraph, Press "Tab". Observe
the result
4. Press "Tab" continuously. Observe the result
5. Press "Backspace" continuously. Oberve the result

[Result]
In step 3: The two paragraphs move right together, not "Decrease Indent"
In step 4: The two paragraphs overflow the right boundary of the page.
In step 5: The two paragraphs overflow the left boundary of the page.

[Expectation]
1. First paragraph can "Decrease Inent" by press "Tab"
2. Paragraph(s) won't overflow both boundaries of the page.

The behavior is correct in this case and is specified  in "Numbering & Bullets"
spec.
The heading paragraphs belong to the "Outline" and represent a numbered list
without active numbering type. In numbered list, "Tab" used in the first
paragraph of a list will change the indent of the list, not only of the single
paragraph.
