I've corrected 'Priority' and 'Issue type'. When you use a rotation with 45 degree for example, the 'hot spot' area is at the upper end of the text. Move the mouse a little bit around and you will find it. I think, that this is a usability problem. I would expect the text to be 'hot spot' or the whole cell. When you use a rotation with 90 degree or with 270 degree, then there is no 'hot spot' at all. And that is surely a bug. duplicate? please look at Issue 74471.
