This issue is related to the "fix" for issue 1820, but it is not a duplicate of
1820.

The fix for issue 1820 breaks Brazilian keyboard input.

However when you try to hit both the dot or the comma the only input OOo shows
is a comma. It should show a dot when the user hits the dot.
