This is a request for someone to add in the ability to use CTRL-"

In Excel, if you press CTRL-' (without the shift key), then it copies the value 
of the cell above to the cell you are in.  If you press CTRL-SHIFT-", then it 
copies the formula of the cell above to the cell you are in while translating 
the formula one cell downward as appropriate.  In other words, CTRL-SHIFT-" 
would work exactly like copying the cell above and pasting it to the cell 
below.  Also, the cell below that one will then become highlighted so that you 
can repeat the step again quickly.

As of now, I know that I can achieve the same effect by clicking on a cell, 
then pointing the mouse to the lower right corner of that cell and dragging 
this corner downwards.  However, I frequently find myself pressing CTRL-" only 
to find that this does not work.

Can someone add in this feature?  I am sure that it would take less time to add 
this feature than it took to even read the description of this issue.

The request for this set of keyboard shortcuts (CTRL+') (CTRL+") (CTRL+SHIFT+")
has been identified in user support threads going back to 2003.  Can anyone
identify what the issues are to getting this resolved?  I cannot stress enough
the productivity benefits of having this set of shortcuts available.  It's
enough to make me think seriously about regressing to MS Excel, because I use
that shortcut _that often_. (CTRL+')

Please fix this, or vote for it to be fixed soon.

One problem is, that ' and " depend on the national keyboard layout. For
example, on a German keyboard layout, I have to press Shift+# to get a ' .
Therefore a combination Ctrl+' isn't possible for me.

There should be keyboard shortcuts for
1. Copying a formula from the cell above the active cell into the cell or the Formula Bar.
2. Copying the value from the cell above the active cell into the cell or the Formula Bar.
