When one wants to find something about the "Styles and Formatting" dialog in the
impress help it says "no topics found". Searching for "F11" list "Styles and
Formatting" at the first place. In this case something should be found when
searched for.

This is the buggy Find function of Help Viewer.
Enter "styles formatting" as search term and you find the page(s).
Now add an additional blank between the two words and you find nothing.
Add the word "and" between both words and you find nothing.
And so on. It's just buggy
Workaround: only use the Index tab page of Help Viewer.

changed summary, was "Styles and Formatting" not findable in impress help"

component should probably also be changed, but I doubt which to choose ...

Reset assigne to the default "issues@openoffice.apache.org".
