version:DEV300M40 (Build:9381) [CWS:localization35]
1ã€install the extension 'sun-report-builder.oxt'
2ã€open Bibliography database 'biblio.odb'
3ã€Menu: View > Database Objects > Reports 
4ã€click the "Create Report in Design View..." of the Tasks panel.
The result: Failed to open the report designer, nothing appeared.

I can't confirm it too.

The question is, which version of the SRB does the OP use?

It must be version 1.1
