The Viewing option of "Value Highlighting" is by default always on in Calc. It 
can be disabled once a document is open by using the View > Value highlighting 
menu or the keyboard shortcut, but will still be enabled if an new instance of 
Calc is opened (such as for a new document or opening another existing 
document). Value highlighting remains enabled whether the saved document or the 
document's template calls for it or not.

This option is already disabled (unchecked) in Tools > Options > OpenOffice.org 
Calc > View. This has had no effect.

Workaround: Value highlighting can be disabled by using the menu or the keyboard 
shortcut, but this must be done every time a document is opened.

I cannot confirm this behavior, but I added myself a button to the toolbar for
Value Highlighting and every time I return from the Page Preview, Value
Highlighting is disabled and I have to re-enable it manually (via the button).

System: WinXP SP3, OOo 3.1

View - Value Highlighting is disabled by default.

Bug is confirmed because help entry is empty.

Can confirm this problem still persists in AOO 4.1 Linux.

I have no clue what might have been confirmed with Comment2
I never saw that problem.
I checked registrymodifications.xcu what contains a tag "valuehighlighting", but that does not change when modifying 'tools- > Options -> Calc -> View', I don't know for what that is.

unfortunately important information we will 
need to reproduce your problem is missing.
Please add all information requested in following:
b) Attach a test kit with 2 blank new sample documents:
   1x saved after having been opened from AOO start center and showing
      value highlighting
   1x  saved after having been opened from AOO start center after 
       value highlighting has been switched off in menu 'View'
f) add information 
   f4) concerning your Operating System (Version, Distribution, Language)
   f5) concerning your AOO version (with Build/revision ID if it's not a 
      public release) and localization (UI language, Locale setting)
   f7) how you launch AOO and how you normally open documents
   f8) Whether your problem persists after you have renamed your user profile 
     (Quit Quickstart before!) before you launch AOO (please see   <https://wiki.openoffice.org/wiki/Documentation/How_Tos/Handling_the_OpenOffice.org_User_Profile>
