OOO310m5 installed on Win Vista Enterprise SP1. Everything was working fine for 
about a week. The problem arrived when:
1. I clicked the button for automatic update.
2. OOO310m7 was downloaded, and unpacked at my desktop.
3. When the install dialog appeared a I got this message dialog:
"Please exit OOo-dev 3.1 and the OOo-dev 3.1 Quickstarter before you continue. 
If you are using a multiuser system, also make sure that no other user has OOO-
dev 3.1 open"
4. I closed the Quickstarter at the task bar.
5. The install app crashed.
6. I launched once more the installation from the desktop files, this is m7. 
The same message appeared and no changes to the installation were made.
7. I launched several times at ControlPanel/ProgramsAndFeatures the 
installation file first with option Uninstall, then with option Repair. I get 
the same message as above.
8. I deleted the directory C:/Program Files/OOo-dev and everything relevant I 
found in my AppData/Local or AppData/Roaming.
8. I even launched again the old "OOo-Dev_OOO310_m5_Win32Intel_install_en-
US.exe". I am still getting the same as above message: "exit OOo and ... 
Quickstarter".
So the situation is that I cannot finish uninstall of m5 neither can I install 
m5 or m7.

@ is: I can't uninstall the OOo-dev_m5. I always get this message. Even after
reboot.

@ komnik: To uninstall310_m5 you should remove the registry key
'HKEY_LOCAL_MACHINE\SOFTWARE\OpenOffice.org' first.

Accepted.
Looks like the installer does't like a missing program folder or an extra
program_1 folder. For installation on Vista we have to rename the program folder
when performing a major upgrade (see issue
http://www.openoffice.org/issues/show_bug.cgi?id=94560 ). When the major upgrade
fails, the renaming will not be undone and the next installation stumbles over
the wrong names.

We have several Issues that seem to show that this is not really fixed completely:
