The OOO310 build environment misses some settings from the DEV300 build
environment. Those missing settings disable the addition of vcredist.exe which
is needed for upgrading OpenOffice.org 3.0 to OpenOffice.org 3.1 on Windows
Vista. ( see http://www.openoffice.org/issues/show_bug.cgi?id=94560 , cws dv07 )

Fixed in cws vistainstall with revision 269922.
