When saving as html a doc with a table of content, it generates the entries with the page numbers... 
not very useful!
It could be valuable to generate a real html table of content: entries should be 
hyper links to anchors in the document.
(just like MS Word does)

Sustaining this enhancement.

Also, I wasn't able to generate hyperlinks at all ( following the
steps in help ). There are no hyperlinks in the oo document or in the
saved html.

I've asked on users mailing list about this and got only one reply:

"The only success I've had with TOC entries has been to use Outline 
Forms."

latest versions of OOo, as the problem(s) may have already been addressed.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
