Description:
with multiple sheets selected, a merge function is only performed on the active
sheet, not on the other sheets.

Steps to Reproduce:
Open a new calc sheet
Click Sheet1, hold shift key down and click sheet3
Highlight A1 to A5
Select Format Merge
A1 to A5 is merged on sheet1 but not on sheet2 or sheet3

Expected results
Multiple sheet behavior should be consistent. You can add data, change
formatting, delete data, you should be able to merge the same cells when
multiple sheets are selected.

started.  A preliminary implementation is already in Go-OO.  It, however,
depends on the merge & center feature that has yet to be integrated.

OOo 3.3 is in showstopper-mode. This issue is like a new feature and isn't a
stopper for the current release. I change the target to OOo 3.x. Please change
the target accordingly when a fix is near to be integrated into a code line.
