Password protected sheet in Excel can be changed to unprotected in Calc without asking password

1. Create Excel file. 2. Populate several cells 3. Tools -> Protection -> Protect Sheet 4. All as default 5. Enter password 6. Save and exit. 7. Open the same file in Calc. (It's opened in protected mode.) 8. Navigate through menu Tools -> Protect Document -> Sheet (uncheck) Calc doesn't ask password, and document become unprotected and free to edit. The same issue exist other way around. Password protected sheet created in Calc in .xsl format can be easily edit through Excel (Tools -> Protection -> Protect Sheet) without entering password.
I checked with "Ooo 3.1.0 RC2 multilingual version German UI WIN XP: [OOO310m11 (Build 9399)]" and can confirm the reported effect, same with 2.0.2. The same document saved as .ods will ask for the password before OOo removes the protection. Real bug or logical consequence of the way how EXCEL handles sheet protection (with "empty" PW?)? I can't decide that, no EXCEL available, but we have Issue 60305 where it has been clarified that it's an OOo bug. So DUP *** This issue has been marked as a duplicate of 60305 ***
