Power Point presentation opens from the "Open existing presentation" with the 
following warning: "Error loading the template : Incorrect format.  The file 
cannot be used as a template."  Text at the bottom of the pages displays as 
text boxes with borders around them, presentation does not have this issue in 
Power Point viewer 2007.

I know this is already confirmed but just to add, in case it isn't clear, this seems to be an issue with .pptx files and not .ppt. 

Steps to reproduce:
1. Open a .pptx (PowerPoint 2007 and later) file
2. Close Impress
3. Open Impress
4. On the Presentation Wizard, select Open existing presentation - the most recent should be your .pptx file which will now throw the error "Error loading the template:". If you have any other .pptx files in the list it will also throw this error.
