Can reproduce it in OOo310m11 on WinXP, Vista and Fedora.

How to reproduce it
1 Create a new file named ms.xlsx with MS 2007, then protect document for ms.xlsx
2 Open ms.xlsx with OOo310m11

an error dialog appears: General Error. General input/output error.

Open the file successfully.

Even password-less protected gets encrypted inside an ole2 structure, probably
with the classic velvetsweatshop
