In MS Word, there is a useful feature that allows users to click below the
bottom of one page, and above the next page. When this area is clicked, the
bottom margins collapse, and it's easier to read from one page to the next.

This would be a useful feature for OOo because it allows more of what authors
are writing to appear on the screen at one time. Headers and footers are almost
always empty, and showing them ALL the time is largely unnecessary.
