I don't think this makes sense at all. Using this will in effect bypass the default template configured by the user, it will ignore/reset language settings, etc. If there was a special filetype that would cause OOo to replace the file with a default template when opened, then OK, but having static documents serve as template is a waste. see also issue 101555 for an example why this is a bad idea. So when there is a dummy-file that is immediately replaced by OOo with the default document (i.e. the very same you get when creating a new document within OOo), then OK. Using static documents: No, thanks.

This enhancement looks more to be related to installation process, during installation of the office the templates should be installed to the system directory. If we decide to install the OOo empty files there, the next step could be exchanging of the template, in case user sets the default template in office. This implementation would be in framework area then, but it would be a different enhancement. @dv,is: We should discuss it later then.
Reset assigne to the default "issues@openoffice.apache.org".
