This behavior was observed in Impress version 3.1.0.

This is how to reproduce it:

- in Impress
- write one line of text
- hit Shift-Enter to start a new line of the same paragraph
- don't write anythin into this second line, yet
- format this paragraph with line spacing "proportional" 
  and set the factor to e.g. 120%
- you observe that the displayed line spacing does not change yet
- now type something into this second line of the formatted paragraph
  (at least a single "space")
- now the displayed line spacing shifts

This behavior is unexpected and very annoying in some formatting cases (that I
do use often).

The behavior is different (much better) in a textbox inside a OO-Writer
document. There, the line spacing is displayed correctly, immediatelly after
assigning this format, even with an empty second line of the paragraph.

This still happens with OO 3.2.0. (final release version from OOo website) under
WinXP as well as under Ubuntu Linux 9.10.

cl->hardy: if you have a patch to fix this, feel free to attach it to this
issue. If you don't know how to fix this, please do not enforce other people to
fix it by just setting a target.

If you wan't to escalate this issue feel free to let other people vote for it
and/or give arguments why this issue is important.

@cl: Sorry, I didn't want to force anyone to anything. I just had the impression
that nothing is ever going to happen in this matter, which slightly demotivates
me in reporting bugs at all...
