I tried to install 54MB of the 68MB OxygenOffice clipart extension 
OOOP-accessories-2.6.0.2.oxt.  MSIE renamed it to .zip.  OOo 3.1.0 (tested
Fedora 10 and Win XP) installed the extension without error, but the extension
was totally useless.  This is confusing (I didn't notice it was a partial download).

Is it a problem with the extension or the extension manager?

Need to auto check extension validity before install.
