Currently, selecting objects layered on top of one another require the user to
Control-Click (PC) or Command-Click (Mac) in order to select an object layered
on top if the base object is selected.

That is, if I have a callout layered on top of an image and accidentally select
the image, the only way to select the callout layered on top is to either
Ctrl/Cmd-Click it, or deselect the image first.

I propose that this is a usability bug preventing the user from quickly
selecting elements that he/she wants to move.  Automatically selecting top-most
layer is the default behavior in Microsoft Word, iWork Pages, as well as other
applications, and OpenOffice should match this.

Attaching a sample document as requested.  The process:

1. Left click on the image in the document.
2. Left click on one of the graphical callouts in the document.

What is expected: The callout is selected
What happens: The callout is not selected

In order to select the callout, you either have to deselect the image and then click on the callout, or 
control/command+click the callout.

This is a fairly minor thing, except that I had no idea about that key command in the first place and 
would suggest that most users don't know about it either.  Having the layered objects on top may lead 
to a lot less frustration time.
