This seems to be new in 3.1 (3.0.1 behaved OK).

- Open a document[1] in Calc.  
- Obscure the Calc window behind another application window.
- Open a .CSV file from Windows Explorer by double-clicking (if associated) or
right-clicking and choosing "Open With->scalc".

Result: The "Text Import" dialog does not appear, nor is there any indication
that the existing Calc window needs attention (e.g. flahsing taskbar).  Only if
the existing Calc window is manually re-focused does Text Import dialog become
visible.

Expected Result: The "Text Import" dialog is immediately visible.

[1] Note that this bug doesn't occur if you just open Calc without a document: 
In that case the Text Import dialog correctly comes to the foreground (or
flashes the taskbar if focus-stealing is disabled in Windows settings).
