Describe:
  When Save a file with Japanese file name, the file name get garbled.

How to reproduce the crash or bug:
1. Save file with Japanese file name
2. Then it get garbled.

On the screenshot I see that the Katakana name for the PDF is displayed correctly. 
The Japanese file name that shows question marks should have been something in 
Kanji. Can a font problem be excluded on that machine?

To test: Edit the file i.e in the Finder to what it should be.
Can OOo then display it correctly?

That pdf file doesn't related to OOo. It's exists file when I bought this MacBook.
Japanese name file cannot be seen correct anywhere.

I found the way to reappear this issue.
Please try follows, and evaluate again.

This issue's point is follows:
 * Every Japanese character in filename becomes "?".
 * All files which was named by Japanese cannot open.

# Preparation
1.  Open "System Preferences".
2.  Go "international".
3.  Select "Formats" tab.
4.  Change "Region" to "United States".
5.  And change "Currency" to "Japanese Yen".
6.  Then reboot your OOo.

# Reappear processes
7.  Launch Writer.
8.  Select [File]-[Save As...].
9.  Select directory you want to save.
9 . Then save the file named "無題.odt".
10. See the file on directory that you selected before.
11. Then you see the file "???.odt" instead. (Expected "無題.odt".)
(On Finder, OOo's file dialogue box and anywhere. / File name was changed completely.)

# And also...
11. Launch Writer.
12. Select [File]-[Open].
13. Pick Japanese named file up. (e.g 無題.odt)
14. And open it.
15. Then you see the dialogue "{path to file} is not in there.".

This is reproducible on OSX for all non-ASCII filenames, including Chinese and French.

For example, vidéos.odt will become vid%E9os.odt when saving in OOo. After renaming it to vidéos.odt in 
Finder, OOo can no longer open it. 

This is a major issue and still occurs in OOo 3.2.1. The solution is probably to use the 16bit unicode 
filesystem API instead of the 8bit compatibility functions when handling filesystem paths.

Using OS X 10.8.4 and OpenOffice.org 3.4.1 and Apache OpenOffice 4.0.0
I can't reproduce the problem all goes fine.

At step 11 the name is "無題.odt" in openoffice and in finder
