The bug report is rather cryptic but probably refers to the following issue.
When opening Apache OpenOffice 4.0 help (e.g. by pressing F1) and searching for "gnopernicus" under the Find tab, you find the page "Assistive Tools in OpenOffice.org". This page mentions Gnopernicus but not Orca. It contains a link to http://wiki.services.openoffice.org/wiki/Accessibility, which redirects to http://wiki.openoffice.org/wiki/Accessibility, which is more up to date. 

In short, the AT page in the Help info that comes with OpenOffice is out of date.
