To reproduce:

1) File > New > Spreadsheet

2) Enter three text values:
A1: a,b
B1: c,d
C1: e,f

3) Select A1:C1; Edit > Copy
4) Click in a new cell, e.g. A4
5) Edit > Paste Special > All, Options: Transpose; OK

The data are pasted into A4:A6, and Calc shows them highlighted & selected.

6) Data > Text to Columns, Separated by: comma

Note that only one row appears in the preview.

7) Click OK: Only the first row of the selection is processed.

Expected result: All rows of the selection should be processed by Text to Columns.

As described. "Text to Column" works as expected, if you first unmark the cells
after pasting them and then select them again.
