Step to reproduced :-

1 Ctrl+arrow key.
 1.1 Open OpenOffice.org Writer.
 1.2 Type สวัสดีครับ
 1.3 Press Ctrl+arrow key in the Thai text.
 1.4 Cursor will move by cluster, not by word as in English.
2 double click.
 2.1 Open OpenOffice Writer.
 2.2 Type สวัสดีครับ
 2.3 Double-click between  สวัส and ดี
 2.4 Writer will select a cluster not a word.

The result of Ctrl+arrow key and double-click must be on word boundaries eg.
