in a document imported from word, the table on page 11 should span 2 pages, and
not be stuck to the picture next to it.

That's also the already described problem. Floating tables cannot span
multi-pages, because they are imported in frames.

how would a table be inserted in an ooo frame, anyway?

This is done to "emulate" the "floating table" feature from word because Writer
does not support it. You will find this in MS Word table properties as "Text
wrapping". Set to "none" and tables import fine.

it really loads better ;).
but could i set any compatibility switch in writer to prevent this emulation?

I'm sorry, there isn't.
In certain cases this might lead to heavy layout changes - which is not really
desired.

while a frame is local to one page, it's content may flow to another frame, on a
different page.
as ooo is building a document based on imported content, it may create in this
case a sequence of connected frames, residing on the sequence of pages the
framed content should display on, to contain this content. 
would you like this way?

We also thought about this in the past, but this solution would only look good
for the moment.
When editing such a table in a way that means adding or deleting rows, you need
to have a mechanism which automatically deletes/adds a chained frame. This
effort will make the real solution the choice...
