I'm trying to do a large banner for IEEE on 42" wide paper (landscape so it's
42" tall), with desired font size of approximately 2000 points. I tried using
each application (Draw drawing, Writer text document, Impress presentation, Calc
spreadsheet), and all change the entered value back down to 999.9 if the font
size exceeds that. 

I have reproduced the problem on multiple OS's and multiple versions up to 3.1.1
(Build 9420)

(Math formula has the same problem but more severe, limited to 127 pt.)

This appears to be an arbitrary limit, with no apparent rationale other than
lack of foresight, and if so, I hope it should be a quick and easy to fix in the
framework code. 

No workaround within OpenOffice.

Still a problem with 3.2. Like the OP, I was trying to print a banner and could
not do it due to the limit on font size.

that would seem to be a drawing layer limitation if not an app limitation
