- start OOo DEV300_m61
- go to Help -> Check for Updates...
- no Update dialog
- same when you check for updates in Tools - Options
- updating extensions is working

this is true for a clean install without an user layer. Go to tools - options -
improvement program an participate (set 'yes i will'): check for updates is
working again
