When adjusting the formatting on the master slide, the top level bullet often
moves to the right 2.00" and the bullet changes to << instead of a default dot
bullet. Undo function will not put it back. Also unable to change bullet colors
on all levels in master slide. This all occurs under the number/bullet customize
option. Have not been able to fully modify my master slide the way I want it and
have to manually change each slide.

I have been able to replicate some of this behavior on OOO320m2, but under very
specific conditions only.

Steps to reproduce:
1) create and save a presentation in MS PowerPoint
2) open the ppt document in Impress
3) navigate to View > Master > Slide Master
4) click on the master, ensuring that the cursor is visible within the text
(i.e. not only the text is selected but an area within the text is selected).
5) navigate to Format > Bullets and Numbering
6) select the Customize tab

At this point the preview displays the reported behavior (first bullet indented,
>> replaces bullet symbol).  See attached screenshot (preview.jpg)

7) select level 1-10
8) change the bullet color
9) click OK button

At this point the reported behavior is visible on the master.  See attached
screenshot (master,jpg).  As per the second reported aspect of this bug, only
the first bullet (rather than all) change color.  

I was however able to back all these changes out using the undo button.  The
misconfiguration may also be corrected using the other tabs available on
"Bullets and Numbering".

Conditions under which I was NOT able to reproduce:
i) document created in Impress.
ii) bullet customization performed by selecting the text object as a whole
rather than a point or selection within (see step 4)
iii) ppt document which had been opened and saved in odp format prior to
performing bullet customization
iv) ppt document for which a single successful bullet customization has already
been performed (i.e. with the text object as a whole selected).

I attach copies of my test presentations, both pre and post this issue.

Further info.  Repro was on:
1) XP/SP3, MS Office 2003/SP3, Dell Latitude Core 2 Due 2.53Ghz, 3.48GB
2) XP/SP3, MS Office 2003/SP3, VBox VM, 192 Mb

I have voted for this issue.  Whilst it requires specific conditions to occur,
those conditions are quite likely to occur for, and be an annoyance to, new
users switching from MS Office and users in a blended MSO/OOO environment.

1) It was relatively easy to replicate this defect using "Pre.ppt" attached by 
imccowatt.
2) At the same time I found that the cursor’s position was important. When 
cursor was in the first line of the Master Slide, the “Bullets and Numbering†
dialog box has the appearance on "MasterSetup-CursorOnFirstLine.JPG" and I was 
not able to reproduce this defect. Please pay attention to the very top “bar†
corresponding to “level 1†in the right part of this dialog box – it’s aligned 
normally.
3) When cursor was in any line of the Master Slide except the first one, 
the “Bullets and Numbering†dialog box has different appearance and I was able 
to reproduce this defect. Please pay attention to the very top “bar†
corresponding to “level 1†in the right part of this dialog box. It was already 
moved to the right "MasterSetup-CursorOnAnotherLine.JPG".
4) It’s a well known fact that customization of “Bullets and Numbering†in MS 
Word is one of the largest design errors in MS Office history. Probably 
only “Mail Merge†feature can compete for the 1-st place with it. I do not know 
how much MS code and design ideas are shared between MS Word and MS PowerPoint. 
So I can not exclude a possibility that the same defective design is used in MS 
PowerPoint. At least visually it reminded me of my unsuccessful battles with 
Bullets and Numbering customization in MS Word. It means that we may have a 
situation when this Impress feature works OK but is forced to deal with a 
defective MS PowerPoint document.

Further to yu2's comments:

First some distinctions.
1) selecting the master text object as a whole - marquee displays around the
object, but cursor does not display within it
2) selecting a point within the master text object, such that the cursor is
displayed within the text, two sub cases:
2a) cursor is position on first line of the text
2b) cursor is positioned elsewhere within the text

The reported failure occurs in case 2b) only, not in case 1) or 2a).

However, cases 1) and 2a) differ in the following regard:
If a successful change is made per case 1), then no failure will occur if case
2b) is subsequently executed.  However, if a successful change is made per case
2a), then failure WILL occur if case 2b) is subsequently executed.
