Windows API can't work correctly.

We should put arguments into refArgv(step1.cxx), but not put arguments into
refExprStk(It's a expression stack).

ok, windows specific, I have no avaiable build for me so I haven't looked at
this, looks like this would be a general basic issue, the comment about
refExprStk looks sensible, looks like a bug, andreas any idea about this?

I'm adding this comment to all open issues with Issue Type == PATCH.  We have 220 such issues, many of them quite old.  I apologize for that.  

We need your help in prioritizing which patches should be integrated into our next release, Apache OpenOffice 4.0.
