This is a successor of the issue 102464. The mentioned issue is fixed for now
only on Windows in sfx2.

Actually there should be a general sal API that would allow to check, whether a
file is writable ( according to ACL settings ) or not. That is mainly necessary
on document opening, since we have to detect why the file can not be opened for
writing. If there are enough permissions to open file for editing, then the file
should be locked.

When the new API is ready it should replace the current solution for issue 102464.

Changing the target to OOo3.4 since there are no resources to fix it for OOo 3.3
target. Please declare it as a schowstopper if you believe that it should be
fixed for OOo3.3.
