Justification does not work for Japanese in Calc.
Please see the explain document.

 How to reproduce this issue:
 1.Start calc application
 2.Type some Japanese(long text is better for check).
 3.Select the cell and open the format cells dialog by ctrl+1
 4.Select Alignment tab
  * Check "Wrap text automatically" in Properties
  * Select "Justified" in Text alignment for Horizontal
