RTL-only cells should be displayed as RTL

When a cell contains only RTL and neutral characters, the cell should always be displayed as RTL. Although I understand that a sheet can be configured as RTL and this issue is then solved (actually the right way to do it), MS Excel will display a cell as RTL if it contains only RTL and neutral characters, even if the sheet is LTR. Therefore MS Excel users do not format their sheets as RTL, and these documents look "wrong" in OOo. Therefore, there is argument to have this behaviour only in .xls documents.

I'm sorry, but I can't seem to reproduce this bug on OpenOffice 3.1.1. First of all, the attached file's sheet is opened RTL. Even when changing the sheet's directionality, the cells directionality remains correct. The only thing that looks wrong is the alignment of the cells, which is always to the left, Instead of to the right. Is that what this bug is about?
The cells are not aligned left, they are LTR. The difference is that the punctuation is on the right of the text, not the left.
