New API, I have delivered into cws vbasupportdev300_hg

stuff in Office name space is common between application, the code for this
stuff should be moved to vbahelper ( in vbahelper we either have to have real
implementations ( and another new uno library ) or we just put the base
implementation in vbahelper/source/vbahelper and subclass an excel
implementation in sc/source/ui/vba
