Currently chart support alignment format of "Vertically stacked" in title and 
axis label.
However that furniture does not support Asian Layout mode. 
Asian Layout mode already support in Calc and Writer.

How to Find Asian Layout mode in Calc.
 1. Open the Calc.
 2. Select the cell and Format->Cell for open the format dialog.
 3. Select alignment tab and you can find "asian layout mode" in text 
orientation
