OpenOffice Writer 1.0.1 has a paragraph style option called keep-with-next, but 
we also need keep-with-prevoius.  This need is acute for the caption style.




I just had a caption fall, by chance, onto a succeeding page.  It was orphaned 
from its callout.  So I fiddled with style settings for the caption style, and 
learned that no combination of text flow parameters covers this situation.




The problem can be solved by changing EVERY style that could conceivably be 
followed by a caption to "keep with next."  This solution is a hack, because it 
violates separation of concerns.  Sometimes you may not want such a paragraph to 
keep with next, but you ALWAYS want a caption to keep with previous.




Writer is already quite excellent in most of these respects and 
keep-with-previous would close an important hole in the design.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
