Mouse behavior and text selection

Current behavior: When moving the mouse pointer outside a text area, the mouse pointer still appears as an i-beam. Suggested behavior: When moving the mouse pointer outside of the text boundaries, the mouse pointer should change from the i-beam to the arrow. Dragging the mouse outside the text boundary should be a means by which text should be selected. Click once and the nearest line is then selected. Click twice and the paragraph is selected. Also, when dragging a paragraph, the entire paragraph should move, include the paragraph delimiter.

To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
This one is still a topic. but we have to discouss, if we realy want to change this.
I loaded the new 4.0 version of Open Office to my home computer (Windows XP), and attempted to recreate the original 'current' behavior. That no longer appears to be and issue. When moving the 'I' beam cursor out of the text area, it consistently appears as an arrow. The 'suggested' behavior appears to be two separate functions. For 'Dragging the mouse outside the text boundary a means to select text', I discovered I could accomplish the desired behavior if I highlighted the text from the left hand side of the text box, but not if I hightlighted the paragraph from the right of the screen. From the left I was able to highlight a paragraph and drag the mouse down the page, and successfully move a highlighted paragraph. The function of clicking once or twice to capture a line of text still doesn't appear to work.
AOO401m5(Build:9714) - Rev. 152375 Windows 7, testing with Windows Word 2013 1) create a new Writer document 2) Type a two-line paragraph into the document 3) Move the cursor to the left beyond the margin but still on the page 4) click once and then click twice When I do this in Writer, the pointer stays as an I-beam and the clicks have no effect. If I do the same thing in MS Word, the pointer changes to an arrow as soon as I go beyond the margin and one click selects the line the arrow is beside. Two clicks select the paragraph. If I move the pointer, in Writer, off the page, the pointer changes to an arrow and clicks appear to have no effect. This is thus an inconsistency between Writer and Word, though to my eyes it seems not to be a serious one.
