'install -net' fired with an inadequate umask creates directories and files with
inadequate permissions

demonstration: under a root account w an umask tied to 0027 run 'setup -net'
it will create:
drwxr-s---    6 root     staff        4096 2003-01-27 18:29 OpenOffice.org1.0.2/
problem: it is not readable for all

suggestion: 'setup' must at least display a warning if umask is not 0022

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
