When export the Word 97-2003 file,
The language attribute does not export correctly for Asian text.
Language attribute become Hindi(CTL language) for Asian text.

How to reproduce the Issue 
 1. Start OpenOffice.org Writer
 2. Type Some Japanese Text (example "日本語")
 3. Save as MS-Word 97-2003 File
 4. Open the saved File with MS-Word

MRU->HBRINKM: can confirm this. When entering Japanese text and exporting this
to WW8 format, Word will recognize this as CTL text.

Reset assigne to the default "issues@openoffice.apache.org".
